In recent years, there has been a sharp growth in political and sociological interest in the British military. Set against the backdrop of the armed forces’ increasing presence in everyday life, alongside the organizations’ ongoing restructuring, the current paper focuses on the MoD’s problematic attempts to recruit 30,000 reservists by 2020; what has become known as the Future Reserves 2020 programme (FR2020). We argue that these changes are driven in part by the need to cut costs in defence. However, we also suggest that they are a reflection of the changing nature of modern military organisation, and the manner in which armed forces engage with the societies of which they are a part, and with the citizens that make up that society. We locate FR2020 programme in the context of a wider narrative about the changing nature of military organisation in contemporary western democracies, identifying structural, circumstantial and normative reasons for change. We also examine the specific challenges of implementing FR2020 in practice, including issues of recruitment and retention, integration and support, and relations with families and employers, drawing on the experience of comparator countries to do so. We conclude by considering the implications of these changes, both for the future of UK armed forces, and for the evolving nature of military-society relations in Britain.  相似文献

Finding all nondominated vectors for multi‐objective combinatorial optimization (MOCO) problems is computationally very hard in general. We approximate the nondominated frontiers of MOCO problems by fitting smooth hypersurfaces. For a given problem, we fit the hypersurface using a single nondominated reference vector. We experiment with different types of MOCO problems and demonstrate that in all cases the fitted hypersurfaces approximate all nondominated vectors well. We discuss that such an approximation is useful to find the neighborhood of preferred regions of the nondominated vectors with very little computational effort. Further computational effort can then be spent in the identified region to find the actual nondominated vectors the decision maker will prefer. © 2009 Wiley Periodicals, Inc. We study a selling practice that we refer to as locational tying (LT), which seems to be gaining wide popularity among retailers. Under this strategy, a retailer “locationally ties” two complementary items that we denote by “primary” and “secondary.” The retailer sells the primary item in an appropriate “department” of his or her store. To stimulate demand, the secondary item is offered in the primary item's department, where it is displayed in very close proximity to the primary item. We consider two variations of LT: In the multilocation tying strategy (LT‐M), the secondary item is offered in its appropriate department in addition to the primary item's department, whereas in the single‐location tying strategy (LT‐S), it is offered only in the primary item's location. We compare these LT strategies to the traditional independent components (IC) strategy, in which the two items are sold independently (each in its own department), but the pricing/inventory decisions can be centralized (IC‐C) or decentralized (IC‐D). Assuming ample inventory, we compare and provide a ranking of the optimal prices of the four strategies. The main insight from this comparison is that relative to IC‐D, LT decreases the price of the primary item and adjusts the price of the secondary item up or down depending on its popularity in the primary item's department. We also perform a comparative statics analysis on the effect of demand and cost parameters on the optimal prices of various strategies, and identify the conditions that favor one strategy over others in terms of profitability. Then we study inventory decisions in LT under exogenous pricing by developing a model that accounts for the effect of the primary item's stock‐outs on the secondary item's demand. We find that, relative to IC‐D, LT increases the inventory level of the primary item. We also link the profitability of different strategies to the trade‐off between the increase in demand volume of the secondary item as a result of LT and the potential increase in inventory costs due to decentralizing the inventory of the secondary item. © 2009 Wiley Periodicals, Inc. The new EU Global Strategy has significant implications for EU diplomacy, in terms of both goals and means. This article first analyses the timing of the strategy as an exercise in diplomacy in its own right. Second, it argues that the strategy outlines a more expansive and noticeably more smart power-oriented approach to diplomacy in practical terms. Finally, it notes that the strategy has a new meta-narrative for EU diplomacy, which seeks to project a blend of both realistic assessment and idealistic aspiration.  相似文献

We consider a scenario with two firms determining which products to develop and introduce to the market. In this problem, there exists a finite set of potential products and market segments. Each market segment has a preference list of products and will buy its most preferred product among those available. The firms play a Stackelberg game in which the leader firm first introduces a set of products, and the follower responds with its own set of products. The leader's goal is to maximize its profit subject to a product introduction budget, assuming that the follower will attempt to minimize the leader's profit using a budget of its own. We formulate this problem as a multistage integer program amenable to decomposition techniques. Using this formulation, we develop three variations of an exact mathematical programming method for solving the multistage problem, along with a family of heuristic procedures for estimating the follower solution. The efficacy of our approaches is demonstrated on randomly generated test instances. This article contributes to the operations research literature a multistage algorithm that directly addresses difficulties posed by degeneracy, and contributes to the product variety literature an exact optimization algorithm for a novel competitive product introduction problem. © 2009 Wiley Periodicals, Inc. Terrorist networks involve not only non-state actors but also an international environment in which state sponsors and 'gray areas' play significant roles. Non-state actors need the sanctuaries of state sponsors and of areas outside of effective state control to recruit, organize, and train their ranks, and to finance their activities. Through statistical analysis of statements of Iranian state intentions, and measures of direct US military interventions, this study examines how US military interventions into Iran's perceived sphere of interests deterred Iranian support for terrorist actions by its proxy groups against United States targets from 1980 to 1990.  相似文献

ABSTRACT

This article investigates research brokers and commodification of information. When combined with inherently asymmetric research relationships and successful gatekeeping, brokers create demand and become indispensable. Potential negative effects of brokerage and commodification of information are discussed through experiences studying former combatants in Liberia. There bargains with brokers who could facilitate access to this hidden population resulted in a vicious circle as brokers confirmed what researchers wanted to hear. The attention to this issue was first brought by subsequent ethnography and participant observation, which also offer the promise of an ethically defensible way of collecting information.  相似文献
